It does, so that different users can have individual settings, abbreviations and recent documents. You can change this by setting the SciTE_HOME environment variable to the directory of SciTE.exe (see SciTEDoc.html). The command "echo %userprofile%" should give you the directory of your profile. Typing %userprofile% in the Run box should open this directory in Windows Explorer.
