I hope I'm not off-topic but I was wondering what programs you call when you use SciTE for HTML & CSS coding.

So far I have setup (All free):
A color picker tool that returns the hex-color code
An Exif Tool that returns an Image Width & Height
    An HTML Help program

Any other Recommendations?

A browser? :-)
I recommend Firefox with Web Developer and Firebug extensions, they have similar functionalities, but each has some features the other doesn't have. Exif tool, why not, I use the classical IrfanView which is fast. Oh, you didn't wrote if that's for Windows or Linux... I see you wrote that on Windows, so I will suppose that's you development system... While on the Firefox extension topic, ColorZilla is worth having too, it has good colour pickers and other nice features.

Oh, FTP software (I like FileZilla) and diff utility (WinMerge) are must have too! All this isn't directly related to SciTE, but I don't believe in mammoth softwares a la UltraEdit which do everything and the kitchen sink...
