you use SciTE for HTML & CSS coding.
So far I have setup (All free):
A color picker tool that returns the hex-color code
An Exif Tool that returns an Image Width & Height
An HTML Help program
Any other Recommendations?

TortoiseSVN <http://tortoisesvn.tigris.org/> (not only for HTML) as a
revision control
Boxes <http://boxes.thomasjensen.com/> for comment/decomment code
Par <http://www.nicemice.net/par/> (sometimes) for reformatting large
paragraphs (not the code)
Put some command... in your SciTeUser.properties to call them.
