I can say that the
selection buffer works between multiple tabs if I use the keyboard to
switch between them, so it's not a matter of a tab being dormant.

  No, the behaviour is more complex than that. Selecting text, press
Ctrl+Tab, middle click mostly does not insert the selected text. It
does under some circumstances.

I also don't like that the selection buffer is pasted to where the
middleclick occurs rather than where the caret is, but I consider that a
secondary issue.

  That is standard behaviour in edit widgets although the caret is
not always moved to the click.

Does anyone know of any patches to these ends?  If
not, I'll see if I can write one myself.  Maybe in all of this, I'm just
too used to my terminal's setup.  I use my terminal constantly for file
management, system control, etc, so it's become ingrained.

  Terminals are different to editors.
