You will certainly want a reader that has source code available and is redistributable. Check the list on the muscle drivers page. Our Todos driver is BSD licensed. The Towitoko driver is GPL. Some drivers are not available in source at all.
You didn't say what your application is. If you just require crypto but not programmability, something like Cryptoflex might do and would be cheaper than a java card.
