   What it comes down to is who should be responsible for your
network 
       a: you, the network owner or admin 
                      or
       b: people who can abuse your network

   I believe that if you catch non-auth  use on your network you have
the right to press charges but if you have no rules on your wifi you
have a public hot spot.
