Add this in release plugin pom.xml :

Other solution (if you don't want to modify release plugin pom now) is to add it in
release plugin configuration in your project

<build>
   ...
   <plugins>
     <plugin>
       <artifactId>maven-release-plugin</artifactId>
       <dependencies>
         <dependency>
           <groupId>org.apache.maven.scm </groupId>
           <artifactId>maven-scm-provider-svn</artifactId>
           <version>1.0-alpha-4</version>
         </dependency>
       </dependencies>
     </plugin>
   </plugins>
   ...
</build>
