Well at the moment it is effectively a repository management app.  You 
cannot search projects etc.  If a Leader gets redirected to the SCM 
console from the portal, you dont want to add an extra step in to get a 
list of repositories.  Especially as 9 times out of 10, the user is 
going to want to select a repository.  Thats one of the issues with the 
current SCM console. You have to select 'find repositories' just to get 
a list of repositories for that project.
