Webrev used to work if the workspace wasn't under SCM control if you gave it a
filelist specifying CODEMGR_WS and CODEMGR_PARENT explicitly (and the file
list, and the comments). This is no longer the case, it errors out stating it
can't tell which SCM is in use.
I'm filing P4 because I'm currently uncertain if the fact it used to work was a
feature or happy coincidence, feel free to bump to P3 if the former.
