In fact, Brent Callaghan's first version of webrev used precisely that model,
with everything specified in the input file. SCCS smarts were added later,
IIRC.
So, yeah, we want this to work. If it turns out that this is broken in
onnv-gate, though, and the current problems aren't our fault, we should close
this bug and open one in Bugster.
