cdm recommit needs to figure out what to do with tags, both local and
versioned.
most likely (a) strip them (purge no-longer valid tags) or (b) refuse to run
until the developer removes tags which would be invalidated first.
it might be possible to preserve a tag on the most recent "real" version, but
it seems overly complex to implement that given that the tags can't be pushed
upstream.
