For local tags this is trivial (and becomes more trivial with a newer
mercurial).
For 'real' tags this becomes more complex, as the removal of the tag would
introduce a changeset removing said tag, which would need to be included in the
recommit.

Should we punt in the case we would be removing the node referenced by a
non-local tag should we instead commit the removal, and then re-generate our
state?

I'm somewhat unhappy with the idea of recommit introducing committed change,
but I'm less happy with the idea of changing .hgtags out-of-band.
