ARC case names in the IAM (and thus the opensolaris.org data) are trimmed to 40
characters. This is reflected in comchk's implementation. (see bug #139)
It seems that is not entirely correct, in that if the when trimmed to 40
characters the name would have trailing white space, that white space is also
removed, we should also deal with this.
As examples, see:
PSARC 2007/449 and PSARC 2007/394, both which are cut at 39 characters, as the
40'th would be a space (either that, or the limit changed, but I'm assuming
it's the spacing.)
