During a merge (before committing it), or immediately following it, the active
list is rather strange (it sees both sides of the merge as if they were
active).
I think we may have had a bug about this before (but I can't find it), and I'm
certain we discussed it. I'm not entirely certain this is possible to fix,
which is why it's currently P4. I'm going to look into it, and either wontfix
it or up the priority when I look into why this is happening (again), and
whether it can be fixed, or whether the information mercurial has doesn't allow
us to differentiate.
