I'm not certain restricting this to only the branch head is valid, but it is the common case. This largely comes back into the problems handling branches when combined with the working copy possibly being down-rev as compared to the branch head. This may also be incorrect in certain special cases (backout), which in practice is a branch-and-merge from before the to-be-backed-out change.
