That's the default in the ON gate because it's impossible to build an
accurate .hgignore for ON which doesn't cripple hg performance.

It's not; files listed in .hgignore which are under hg control should
still be treated as if they aren't ignored.

These files are not new files (they've been in the gate for years).
Somehow hg has found itself in an inconsistent state where it thinks
that they aren't under hg control any more.
