I don't know that we have enough information to make a decision.  As for
the "who", I'm interested in this area, but I don't know when I would
get to it.

I guess we could also add a check and include it in pbchk.  Or enable
the execute bit for files with unresolved conflicts, so that other
checks fail.  But I don't want to spend a lot of time trying to make it
all foolproof.  We should provide a path that makes it easy to do the
right thing and relatively hard to do the wrong thing.  But if people
choose to venture off the path and into the woods, they take on
responsibility for their own safety.
