DONE: NOTE: I added a section called 'Infrastructure' and put the item 
about the SCM Console there.  I also added two other items.

I also added a section under ON MIGRATION for "DEVELOPMENT PROCESS 
CHANGES" and put an item there about the OpenRTI project/process.

And I added a task to the INITIAL TOOLS PUTBACK section under TEST for 
the Test plan delivery and put the date from last week's meeting (3/28).
