After a brief off-line discussion, it looks like we've come to some
consensus about this issue:

  - The code currently in nightly can just go; it's there to support
    an issue present prior to S10 FCS, and is no longer needed.

  - The versioning used by SGS should either be removed or altered not
    to rely on the underlying SCM.

Ali Bahrami has filed CR 6679212 to track this issue, and I've added
the hg_trans keyword to it.

That makes this no longer really our problem.  I'll leave the 265 bug
open but retarget it to ON migration.  If there's no solution in place
by then, the common use of Mercurial-sourced bits installed on build
servers will get more acute, and we'll have to revisit.
