This needs to be complete for tools putback, so contrary to the diff, it needs
to figure out the SCM in use and DTRT.
I doubt it can do a consistent thing easily, (the numbers will certainly never
line up), but it needs to do something useful and consistent within a given
workspace/project, at least.
