I'd like to understand the reason that relying on a cdm hook is not good
enough. I'm sure it's not perfect, but I'm skeptical that we need perfection.
We definitely need to resolve this for the ON migration, so I'm setting Target
Milestone to that. But I could also see needing this for the tools putback.
