I guess it doesn't, really.  It just seemed like a convenient,
low-overhead approach.

The existing ON hooks use the admin database on opensolaris.org to
determine where to send notification email.  I'm assuming we'll want to
structure the new hooks the same way, though I expect there to be some
temporary debug infrastructure (i.e., as long as the test gate is on an
internal box).

At any rate, we could send notifications to another alias pretty easily.
I'd like to use a Mailman alias for testing, in case there are Mailman
configuration issues that we need to iron out before going live.
Looking some more at the Mailman admin interface, I don't see an easy
way to selectively delete test archives.  So maybe it'd be better not to
use sfwnv-notify after all.  

We're not currently using scm-migration-notify.  Anyone object to using
that for testing?
