To close the loop.  The appropriate people say that this is what they are 
doing, that's pretty much all they say, but it's what they say.

CR 6549126: elfsign text-format trust roots need to be un-CDDLed, un-SCMed

I'm assuming "un-SCMed" means the keywords.
