sdvel is a homegrown tool available from:

http://files.mkgnu.net/files/sdvel/

And I believe the packaged version may be missing something (the actual
library modules). So I would recommend you install it from source:

http://files.mkgnu.net/files/sdvel/SDVEL_RELEASE_0-0-22.tar.gz

This tool is used to make official releases of Scmbug; build rpms,debs,
zip for Windows. You shouldn't need it, but it's available.
