Let me start by saying I really appreciate the help from all who have been 
involved with assisting me with this issue.  I do have a few more tidbits that 
may or may not shed some additional light on this issue.

I was in the PPM looking at the DBI module and I noticed a few things.

1) After upgrading to 1.54 from 1.52-r1 both modules were still listed.  
Perhaps this is normal but I attempted to remove the only one it would allow me 
to remove and test SCMBug again.  No luck.

2) The other thing I noticed is that for both DBI modules I ran a verify and it 
indicated that 4 files were missing:
Dbiprof
Dbiprof.bat
Dbiproxy
Dbiproxy.bat

Re-installs of the module did not fix this issue.  Not knowing enough about the 
inner workings of SCMBug is it possible this is causing the problem?

I'm running Bugzilla 2.22.2 with Perl 5.8.8.820, MySQL 5.0.37,
Subversion 1.4.3 and SCMBug 0.19.9 on a Windows Server 2003 R2 SP2. I
didn't even had any really hard problems like the described one while
updating from the older version and Windows 2000 Server some weeks
ago.

I could send my functional version of SCMBug with functional
deamon.conf, glue.conf etc. if anyone is interested, and some words
about my infrastructure but I don't no either what to suggest else.
