You completely disable scmbug as shown in: http://files.mkgnu.net/files/scmbug/SCMBUG_RELEASE_0-19-18/manual/html-single/manual.html#VERIFICATION-CHECKS-ENABLED-INTEGRATION Or you can allow commits without a bug id as shown in: http://files.mkgnu.net/files/scmbug/SCMBUG_RELEASE_0-19-18/manual/html-single/manual.html#VERIFICATION-CHECKS-PRESENCE-OF-BUG-IDS
