Unfortunately the testsuite runs on a Unix-like system.

doc/DEVELOPING describes how to run the testsuite. After you make
changes to a .pm.in file you must run:

$ ./regen.sh
$ ./configure

I don't get this error. I'm pretty sure anonymous access is working.

You should be able to checkout from cvs with anonymous access. You
should definitly check the source out from the cvs command that comes
with cygwin, and work with cygwin. Test your implementation under cygwin
and I'll be releasing the final Windows version.
