I bet that after you run this command you got a message saying that the
glue.conf file was changed, and there were differences in the new file
format of glue.conf, and you missed that message.

This error happens because a configuration variable from glue.conf is
missing. Not because you have configured a configuration variable in a
particular way (e.g to use CVS).

You need to update your glue.conf to the glue.conf used by version
0.23.3.
