The deamon is always running, so there's always at least one process
for Perl, isn't it? Process Explorer by Sysinternals shows that this
Perl-Process always keeps a handle to the Bugzilla installation
directory, like it always keeps a handle to the SCMBug error logs.
Maybe the interpreter itself doesn't close those file handles
properly.

Rebooting Windows means shutting down the service but if it's
configured to start automatically, you have the same problem as
before, of course. ;-)
