Just realized that the scmbug Bugzilla is closed to outsiders :-)

Thanks guys for your comments.  We ended up with a policy where tagged 
releases & development build branches are NEVER removed (unless they 
were created in error, in which case there won't usually be any bugs 
assigned to them).  Development branches (which are usually merged back 
into trunk or discarded altogether) MAY be removed but only if the 
(CLOSED) bugs that are assigned to that particular branch/version are 
reassigned to the versions to into which those bugs were merged.  Same 
goes for private developer tags.

There is clearly nothing revolutionary here; I guess I just needed a 
kick to get myself out of thinking that this was a problem.
