There is _nothing_ in the Scmbug source that reads the localconfig file. Only the installation_directory of Bugzilla is used. Then, values like the ::$db_name variable (in Daemon/Bugzilla.pm) are set to the values from daemon.conf. Perhaps a multi-database bugzilla has a different way of setting that variable ?
