No it does not. A patch was suggested for this 3 ages ago:

Perhaps its time for that patch to get merged, too.

That's fine -- it would be whatever unit of measure the specific
bug-tracker uses.

I agree with this. We could start with that and if we are shown evidence
to the contrary we could always adjust that to a configurable policy.
