I think scmbug should have take configuration parameters one how it is
linkified.

example:
SCM_DISPLAY=websvn

SCM_URL=http://mybox/websvn

websvn seems to be the most popular, so I would start with support for that one.

As for patching bugzilla, scmbug could put a new template in the
custom direcotory and possibly warn it something is already there.

I am not sure why Bugzilla is dragging their feet on this.  It is a
very useful feature.  If you have used TRAC, you'll know how nice a
tight integration can be.
