So, are the bugzilla libraries really installed there ? e.g. Bugzilla.pm and the Bugzilla/ directory ? Can you show a listing of the files you have there ? I'm also wondering if this has something to do with whitespaces being in the path. Can you try installing Bugzilla in a different path, e.g. 'C:/Bugzilla3' and see what happens ?
