But, this functionality was not working before - my main reason to upgrading to
the latest version of the package was to have an up to date base from which to
fix things.

I had for a while, but it was fragile and at some point it stopped working. I'm
going to have another go at getting it working, and if I get it stable I will
contribute a patch. It isn't impossible, just tricky.

Sounds likely. I will attempt a reinstall and see how it goes. Presumably I
need to remove all traces of Scmbug from under /var/lib/cvs/CVSROOT?
