Actually, I found the problem.
My original install of ActivePerl was to *D:\ActivePerl*. Then I found
out that ScmBug requires it to be at requires it to be at *C:\Perl*. So
I uninstalled ActivePerl and re-installed it to *C:\Perl*.
But when the glue installer it is pointing the pre-commit and
post-commit files to *D:/Perl*. So I corrected the bat files and now it
works!
Now I have to find the reference that is pointing to *D:/Perl *and fix that.
