Changing templates is definitely the way to go. No doubt about it.

I am not sure if there are any, but from a patching stand-point we would
have to prepare a patch either way. The patch would either be against
the templates, or the core; it's up to the bug-tracker to be more
maintainable for upgrades.

I use ViewVC; I need autolinkification for both CVS and Subversion,
using Bugzilla 2.20 and 3.0.
