This is because that in fact that 2.16 doesn't support bugzilla 3.4.
scmbug 2.17 is the first release officially supporting bugzilla 3.4 though
it has some issues which I managed to fix and now it's working fine for me
(with bugzilla 3.4.6 & 3.6rc1 on Linux) /I don't know why is 2.17 not
available for Windows yet/.

The error you get could be avoided if you modify Bugzilla.pm
(set_version_type to allow the relevant bugzilla versions). To avoid other
problems - you may review the patch I'm attaching and adapt it to work with
for your scmbug version (or alternatively - you can wait for 2.17 release of
scmbug for windows where patch will fit cleanly).
