Bugzilla is just needed where the SCMBug daamon ist hosted. Your
description reads like the deamon is hosted on the same server as the
glue and your repositories, with it's own Bugzilla, and there's
another Bugzilla server, too. What you need is the glue in the
repositories and the SCMBug deamon on the server hosting Bugzilla.

Check the correct path to the Bugzilla directory in your deamon.conf,
check that the SCMBug daemon has the needed permission to read the
directory and if all that fails use Filemon from Microsoft to check
where SCMBug looks for the Bugzilla packages.
