Hi Ben, I wonder whether you upgraded Scmbug at all, and possibly changed daemon.conf to now use a different 'installation_directory'.
Also, are there any other logs in error.log and activity.log? The output asking you to use CPAN is misleading. RT is not available through CPAN. I'm pretty sure the error is related to not properly reading the RT packages. Could you check if it might be a permissions error?
