If you can, move the power supply into the centre of
the case, or turn it so that the fan doesnt point
outside, then get loads of gaffa tape and silicone
sealer and seal up the case completely so that no air
can get in or out. Make sure that all nuts/bolts are
tight as they rattle and cause noise, remove anything
that isnt needed and make sure your hdd has power
saving set to turn off if it can support it. The
secret to success is lots of tape and sealer, try to
seal off any holes/vents to the outside, just make
sure you keep an eye on the temperature for a while, i
did this with my old pc and it made a really big
difference.

You can certainly pull the power supply to bits and
put in a quiet fan which should certainly help.
