Thanks everyone who responded.  I managed to fix the problem - an oversight 
by mself.
We have 3 subnets 204, 207 and 217.  Subnet 217 is a test subnet and as such 
all incoming packets are routed to a specific part of the network, however 
(you guessed it) my machine was not in that part of the network.  I have now 
managed to setup the other machines withing the 204 subnet as follows

                                         I
                                         I
                          Henry---------Hub-------Douglas
                            I
                            I
                            I
                          Bill 

Now I can run Netscape on bill and use henry as the dummynet simulating 
satellite transfers.  Douglas collects all packets on the hub for analysis.  
Bill is setup as a bridge and not a router so no routing tables were 
modified.  If anyone is still reading, not bored and would like more 
information on how to set this kind of setup up(?) I will try to help.
