This could be achieved (if the printers are speaking "lpd") using LVS and the mon extensions. LVS (www.linuxvirtualserver.org) is a Layer 4 Director, and the "realservers" behind the director can be running "virtually" anything. I've not tried this, but, I certainly can't see any reason for it not working, the "mon" from <www.linux-ha.org> would be in charge of bringing the printers up and down, the only tricky thing that I can see, is how would the "mon" be able to detect that a printer was down...but, it's probably worth some investigation.
