My collegues tell me that (not the most recent) kde compiles under
cygwin and works quite well with about the normal amount of effort
programmers are prepared to designate to a task before they get bored..
:P

Don't know about gnome though. I think there were some ports attempted
however I don't ever remember seeing any success stories.
