Hi Paul,
I notice you have had lots of sensible advice in the other replies to your post, but there is one area that has not been covered adequately that may continue to give you some problems.
I notice you have an "external modem", in my experience, these fall into two categories.
1. Full external hardware modems with serial cables such as 3com US Robotics 56k Fax Modem.
2. External USB "Winmodem" software modems that use a dsp like the internal "Winmodem" cards.
If you have the first type you will be OK, and it is just a matter of time before you get the configuration correct (probably right first time).
If your modem is of the USB/DSP variety, you have a slim chance of getting it going with one of the linmodem kernel modules - this could take weeks (I know from weary experience) before you give up.
My advice is make sure you have a full hardware modem, and if not, pay the 30.00 or so to get one - it is worth it...
There may be someone on the list who has a spare 56k hardware modem for sale.
Good luck!
Danny
