Kate should just run without sudo (unless you want it as root) so what
are you trying to do?
I'm at a loss re the X libraries location unknown, was it a clean
install with no errors?

I will give this a try. SInce I have you online perhaps you can help
with another problem. Whenever I attempt activate an application like
Kate from the prompt using sudo kate I receive an error unable to
connect to X server. I have also attempted to install the kdeveloper
app but I receive an error about the X libraries location being
unknown. I having development experience in windows but not in linux
so these error and correcting them are a problem for me. THanks.

sudo aptitude install ubuntu-desktop should do the trick
Use aptitude because it will make it easier to uninstall should u
choose..
The /ubuntu-desktop/ metapackage will install the standard Ubuntu
version of Gnome with the appropriate artwork and defaults favored by
Ubuntu.
A good link http://www.psychocats.net/ubuntu/gnome
