Well, it wouldn't hurt to check that it really is plugged in...and to a 
live outlet. (For example, try plugging a light into the same outlet and 
seeing if it lights up.)

Next, double-check the connections from the motherboard to the front panel. 
An ATX system isn't ever really "off"...nor will it turn obviously "on" 
until you give it the correct signal from the front panel to do so. If you 
miswire the connections to the Power switch then the power supply will 
never get that signal and (absent any stray glitches) it will never go into 
its fully "on" state.

If those steps don't reveal the problem, ask again and I'll scratch my head 
a little bit harder.
