Use your favourite CVS client for windows and checkout the Scribus sources. Branch Version133x for 1.3.3.x and Version13x for 1.3.x. Then you'll find the po/ts files in Scribus/scribus/po directory. Before starting your translation work you should contact the current Dutch translator (for avoiding you two translating the same parts twice). You can find the contact details from about scribus>translators.
