Thanks MArtin, quite correct. The only workaround I've found for Windows, to produce a PDF correctly imposed on 11 x 17 inch paper is to purchase a commercial program (about $50) that will take a PDF produced by Scribus and rearrange the pages for proper imposition. The final PDF can then be printed, either on an 11 x 17 printer if you have one, or brought to a printer if the volume is beyond what you would like to do yourself (my situation).
