It's probably worthy of some experimentation. For example, simply use the compression methods available in PDF export as mentioned above. Chances are, the pre-press people using InDesign used compression. The PDF has all the image data given to it by whatever software made the PDF. Scribus by default does not compress, you have to make the setting yourself. http://wiki.scribus.net/canvas/Image_DPI_and_Scaling,_and_Resultant_File_Sizes shows the results of some experiments.
